Agreed, for moderators.

No, moderators aren't transport, so this clause doesn't apply to them.
Transit servers MUST NOT alter the message ID. This one deserves the full
RFC 2119 meaning of MUST NOT; breaking that restriction can cause severe
problems for news infrastructure.
