Many of them. It's an ancient practice, though in some areas it was
much more common than others.

It's a matter of individual policy of the moderated group, not a
technical requirement. If a moderator declares she doesn't edit that's
fine. If she does, it's also fine.

In rec.humor.funny we tend to keep the edits minor. Fix typos,
formatting, remove excessive signature, take only the best joke if more
than one is selected etc. but there are many other policies.
