To take an extreme case: RFDs submitted to uk.net.news.announce are
often extensively reformatted (including removing much supplied text
and substituting standard wordings), newsgroups added or removed,
subject line changed, PGP cleartext signature added within the body,
new message-id and date headers, etc., etc. (While most submissions
are by email, during the time I was acting moderator I made no
distinction between email submissions and posts coming via the
moderation mechanism.)
