I did this with a submission to se.internet.news.meddelanden - the
announce group of the se.* hierarchy - fairly recently. Basically
I only fixed the bad formatting. The initial action was to reject
the submission and ask the user to reformat, because I don't want
to his job. In end I found spent more time talking to this incompetent
user that the formatting took.

CFVs are never posted as is, as they are entered into our voting
system which generates the actual posting.

2nd CFVs are not even submitted, but posted automatically by the
voting system.

Apart from these trivial affairs, I think a moderator should use his
possibility to add a note at times. For instance, he might explain
why a seemlingly off-topic posting has been accepted, or he might
state that no further articles in a thread which has gone astray
will be accepted.
