The -1 is there so that moderators who wish to include digital signatures
covering their own bits can identify the bit they have signed. It is in
line the with Signed:, Signed-1:, Signed-2 etc (with matchinv Verified-n:)
of my main signature proposal.

Anyway, that is now two people who have said they like it. Do we want to
include it as a new header in our Draft? If so, then I would suggest the
next move would be to float the idea on the moderators mailing list, and
see what reactions we get.
