I think the chief problem is that we are poor at reaching decisions.
Something gets proposed, gets tossed around for a while. A couple of
people are happy. Maybe a couple are not. Requests for decision are left
unanswered by the great majority.
Let us see how it goes with the agenda I proposed.
The "ought" wording will take up quite a lot of time, if/when we decide to
proceed with it, but that should not hold up discussion of other issues.
