If we agree that my draft is the best basis to build on (yes, it needs a
little more cooking), then it can become an RFC ("proposed standard", I
think) and then we should try and persuade some of the spam cancellers to
use it to see how it fares.
As to whether we then mention it in our main draft, or leave it to a
supplementary 'security' RFC to follow later, can be decided later, when
the timescale of the main draft is clearer.

Amongst which is the "Moderator-Info" I suggested a couple of weeks back
(essentially just a means for moderators to communicate, with little
effect on servers, etc).
