We argreed on it originally, and I am still happy with it. There were a
few who expressed second thoughts later, but we never reached a consensus
to change it again.
Note that it is still a useful feature even if not fully supported at all
sites (i.e. some may be able to take advantage of the full functionality,
if they are provided with the new form of Xref, and others will not - that
still makes it useful for some).
