Why? "which would be the simplest course for them to take" is a
factual claim, not a directive for future behavior. It is either
correct or incorrect. Changing the "would" to "may" is just waffling.
If we're not really sure that that is the simplest course, then we
should remove the phrase entirely; otherwise it is fine as it is.
