No, even if the sig is added by hand, that is what it means. That's what
over 50 programs do with it.

Sure, users can make mistakes and put something they /do/ wish to discuss
there, but the can also inadvertently post to the wrong newsgroup too, that
doesn't mean that we should automatically consider the groups purpose
changed so that the post is appropriate.

People get asked to use a sigdash as a courtesy time-saver to others, and
people get criticized specifically for quoting the sig.
