Is it even necessary? After all, if a downstream site wants a group you
don't carry, then aren't they getting the feed for that group from someone
else? What you're proposing is the building-in of (if not mandating)
support for the bridging of discontinuous feeds.
Support for that should be a matter for local policy, not a global policy
mandate, because some feed providers may not want to provide feeds for
groups their clients haven't paid them to provide.
