The answer is to realize that decentralizing administration is not
always a good thing in the modern net. The hubs should be designed
so there is one list they all use, or a small set of lists. Yes,
having each site manually maintain its own list is foolish, but it
is not the only way of doing things.
Note that we don't have to spec *how* the hubs do this -- they can
pick any means they like, such as regular fetches from servers, or
messages signed with private and public keys. I've given up the idea
that this group could ever do something as useful as working out a
system for that.
But all the group has to say is that it should be done, and let the
people running the servers work out some way they like.
