From my point of view (primarily as an author of injecting, relaying
and serving agents) there are only two major changes in functionality
defined in the draft: Replaces and the associated Xref changes, and
the mvgroup control message. The second I consider implementable
(minus the idea of merging groups), the first not, for reasons already
posted.

Of the other changes listed in "Principal Changes", most are just
clarifications or refinements of existing good implementation practice
(for example, dealing with UTF-8 group names is no problem if one is
already interpreting them as opaque octet strings).
