until now we have some suggestions to use HTTP (that caused Philipp's choice
of words) and only one demand to use NNTP. So, just read the text above as
"why we do not use HTTP or NNTP".

Of course you're entitled to that opinion. Nevertheless we still have an
opinion of our own. If you refrain from discussing the draft under that
circumstances - fine, it's your choice. I'm sure, however, that the
participants of this list are quite able to reach their own conclusion
whether to comment the draft or not.

I thought that this was quite clear, but to say it in other words:
We sent our Draft to the people mentioned above. They replied quite nicely
and none of them said that we should have an IETF Working Group. We _do_
provide a place for discussion and at least until now we are sure that this
procedure will serve all purposes.

By and large we agree with that reasoning - and yes, we're working on
"building a system". However, we'll first try to add a lot of the
suggestions we got into the first revision of the text. Developing program
code will go on again after that.
