Because it's push instead of pull.

I would have thought that would have been somewhat obvious. They do cover
that to some degree in their draft, although it should probably be
emphasized more.

You do realize that people have separately invented a pull mechanism of
obtaining canonical hierarchy information (INN's actsync and probably
other mechanisms) precisely because NNTP is *not* sufficient for this
purpose, right? The idea that NNTP isn't the best mechanism to use to
obtain hierarchy information isn't really that new or revolutionary.
