Sorry, if you think these are the same something is seriously wrong with
your picture. Encryption of messages meant for one person and signature
of messages for everybody are two different problems. They both use
crypto as a solution but they are two very different problems.

I don't want to forbid the client from understanding, but the right thing
for a standards group to do is say, "it's the job of the server. The
client may optionally try it if they feel they might be using a server
that doesn't. However servers probably SHOULD NOT put the signatures
into the overview as clients would need to do this efficiently."

The site admins, the software authors. Unless told which one has the
duty (server authors) they will punt to the other.
