Yes, these do not quite fit the scenarios we had in mind. I think what our
draft is asking for is that one of those buttons/options should normally
be preselected/highlighted by the system, depending on the MCT supplied.
The most we can expect of an implementor who chooses not to preselect is
that he will issue the warning in the user then makes the "wrong" choice.
I have tried to make that clearer in the wording.

Yes, I am now using "by default" in the relevant places. It is also
simplified because, now, absence of the header is covered by the "nobody"
wordings

And I have pinched a little of that wording when describing 'nobody'. I
think implementors should now be in no doubt as to what is "expected" of
them.
