We are talking about news agents that also have an emailing capability. So
I think our draft is entitled to say how they should operate in that mode,
especially when the email arises directly from some news activity, such as
a followup.

I agree we might not be so firm in the case where a joint posting/emailing
arises from the whim of the user (was it an email that also got posted, or
an article that also got mailed). But my text for that case is currently
much weaker (MAY-like rather than SHOULD, though I was thinking of making
it SHOULD).
