I seem to recall that in Charles's draft it appears in chapter 6
which is Optional Headers. And of course, how could a header like
this one be anything but optional? You can't enforce any MUST here,
because Usenet will work just fine without it. It is a utility
header, nothing more.

How many of the news users out there will have any use for this header?
Sure, Per thinks it would be great if everyone on the planet included
this header in their copies, so he can make his mail-reading a bit
more effective. But, seriously, shouldn't we concentrate our efforts
of getting a draft out, rather than discussing a header whose inter-
pretation is outside our domain, and is of interest of a small
minority.
