We are specifying header fields that are pimarily for news agents, but we
know that these often interact with mail -- that's why we try to stay
compatible with mail in header field definitions -- so we say what the
intended interpretetion of these news header fields are to be in email.
What email clients do with them is not really our concern, but I expect
mail will adopt them if they are found usefull.
