I don't know about Matt, but Posted-And-Mailed seems clearly to be a mail
header to me, and that part of its function is completely out of scope for
the USEFOR draft. (And I don't agree that we can bend it to being in
scope because the mail is sent by a followup agent; it's still mail, and
mail isn't any of our business.) It's arguably out of scope for this
working group, although the working group that it *is* in scope for
(mailnews) is basically dead.
People writing mail clients are unlikely to read the Usenet RFC. They
*may* read a separate RFC that explicitly applies to both news and mail.
