Indeed, but in this case there is no real problem because the only action
we expect is for the receiving agent to display it in some way. A
news-only agent might have some facility to recognise it and display it in
bright red, whereas a mail only agent might just give you the usual
behaviour of allowing you to select which headers you wished to say (as
most of them do).

No big issue involved in this case, but we should watch out that we do not
try to define too much in cases where interoperability might be required.
