No, but the common requirement for uniqueness in both specifications make
it pretty certain that it will never go wrong.
But to make sure, I have now changed our draft as follows:
Following the provisions of [MESSFOR], an agent generating an article's
message identifier MUST ensure that it is unique and that it is NEVER
reused (either in Netnews or email).
