Ack. The problem was IMO that too many new features where proposed while
we still did not have a basic standard. DRUMS for example, had a much
stricter charter.

Hm, I think the best solution now is to write a more or less completly
new draft that just describes the basic message format and get this one
out now.
We could especially leave out any new features such as cancel-locks etc.
We could even consider making a separate spec for Control messages.
This draft could get on the Standards Track whereas other drafts that
follow later might also become BCPs or Experimental protocols.
Until this basic message format specification is finished, we should
explicitly disallow discussion on anything else.
