Because of the weird way the syntax of parameters is written in section
4.1. If you read it carefully, you will see that CFWS is actually allowed
in all those places.

That is not my understanding. The problem is that the MIME specs were
written in the pre-DRUMS days, and to work out where you can put CFWS you
have to go back to the vagueness of RFC821. SO the MIME specs are, at
best, ambiguous on this point.

If my interpretation is wrong, then we need to go back and fix it for the
general case in our section 4.1. Perhaps some MIME guru on this list could
comment.
