It should be obvious that we no changes at all made the standard for
Usenet format for a long time, despite the exploding development in
terms of traffic, that it is not realistic to try produce a new standard
which both documents existing practice and introduces completely new
features. Just look at how long this group has been working, and how
much we have put out.
