I don't like "instead of", though I would encourage "as well as".

I don't think you can be that prescriptive. Rather, something like:

    The agent ought to include a statement like "This is a copy of a
    posted article" at a point in the body such that a reader is likely
    to see it before the rest of the content (for example, if the body
    is a single text part, it should be at the start of that part; if
    it is a multipart/alternative, it should appear in each alternative).
