I see no reason why non-locally stored groups should appear in the Xref.
There is nothing in our draft to suggest doing it, and there is even a
suggestion that you might file an article in a group different from that
in the Newsgroups header, in which case the Xref reflects where it
actually is (6.16).
If you want to know all the groups the article was posted to, then the
Newsgroups header is your friend.
