The group is through the group creation procedure, and near acceptance
(one veto-power remaining).
Should we give the newsbastard a description of how to create the
group correctly? Or is it better to just tell him to create it (using
FSCK(?) normalized UTF-8 encoded chacters), and put whether he
succeeds as part of the test?
I believe the main news bastard responsible for newgroup messages
under dk.* uses INN.
