Actually, the present NNTP draft only gives "examples" of Active flags.
Essentially, it says "If you see an 'm' it likely indicates that the group
is moderated; similarly for 'y' and 'n'. You might also see various other
flags". I don't think that really amounts to "standardization" of any of
them.
