My conclusions would be about the same as Charles's, since they would be
for the same server (C News): article relocation is easy, history
rewriting is harder, article rewriting is evil.
However, C News is now sufficiently far out of the mainstream of news
servers that this probably should not count for a lot, when assessing
practicality.
