And my users don't have the direct power to create groups
on my server.
Why ? They have power to create new articles !

But from my perspective, all this is just adding more and
more complexity to Usenet and creating more and more work
for me (and all the usenet admins). With the continued
growth of usenet, what we need is not more complexity, but
less. Which is why I've gone to a system of autocreating
newsgroups.
My experimental server also autocreate groups. I didn't see good reason to refuse it. Any user may create own group as create article. Generally, existing groups is mainly for cheap, incremental downloading articles by off-line users. We may publish groups as articles which with normal articles may be treat as continuous tree. We have already newgroup articles. Only differention is that now we are publishing them out of these groups. When we will publish each newgroup article in group one level upper we will have our tree. We could group articles at any node or even not group. On-line users may read articles without groupping. I don't see moving nodes containing subnodes of many authors because their rights. Even moving and removing of alone node is problematic. I agree with Curt that we should simplify news but I think is too late.
