I'm going to reverse my opinion on this.
Reading Unicode, chapter 2, again, I see:
Identifying one character as a compatibility variant of another
character implies that generally the first can be remapped to the
other without the loss of any information other than formatting.
They are there to be compatible with other character sets, not to provide
new characters. As such, we do *not* want them in newsgroup names (which
in this context are a brand new namespace).
So I accept that we change the NFC-invariant requirement to NFKC-invariant.

Agreed. I'm not even sure whether injecting agents should be allowed to
normalize.
