My worry is that I don't want programmer to feel they _have_ to provide NFKC, not
really knowing how to do it, and delivering broken NFKC implementation.
So I feel
- there should be a sample implementation available, so that programmer can make sure
they get it right easily.
- it should be worded so that implementor feel safe not to do it, if they're not
really sure about how to do it.
