Yes, but the advice given in the draft to such programmers is not to
bother. Just assume that all the existing groups out there were properly
normalized when they were created. Clearly they will be a few sites which
incorporate the full checks, so any offending group will soon be spotted,
and appropriate flamewars, or rmgroups from Jay, or whatever the
fashionable means of netcopping have become at that time, will deal with
the situation.

I think, in any case, that a site that has the facilities to do _full_ NFC
checks can probably manage NFKC just as easily.
