OK, I shall reword it that way, probably tomorrow.
I am also minded to remove the note [3] entirely (agents MAY do
lowercasing), or else at the least make it posting agents only. (If we are
silent on the issue, that is not to say that agents MAY NOT, but it is
their own risk.)
That leaves the all-numeric components issue to settle. Opinions?
