Skip the bad jokes, please. GKNSA has already proven completely incompetent
to handle this. There are newsreaders out there who will glad change a
subject line of:

   Subject: Nu pratar vi räksmörgåsar

to something completely unintelligible. And specifically they are changing
the implicit charset=unknown to a known charset.

And these newsreaders has then GKNSA seal of approval, despite GKNSA having
a MUST requirement for not changing the subject line.

I have brought this up every now and then, but only gotten truly
moronic answers. One was that Swedish characters was causing damage
to Usenet.

So we cannot expect GKNSA to handle this. We need to spell out every
single detail for them.
