Everything in the following list is default restriction. We don't have an
explicit list of absolutely verboten characters, since the grammar does
that better. Also note that many characters are absolutely forbidden in
some contexts but not others (e.g. a non-spacing mark can't be the first
character in a component, and a floating circumflex is permitted after "5"
but not after "e", because of NFC normalisation).
