Note however, that if you have a pure 8-bit header which you can tell
is not UTF-8, you have no help from the fact that the conversion from
iso-8859-1 is trivial, because you don't if it is iso-8859-1. You can
guess whether it is, but you produce least damage if you don't and
let the user handle best as he see fit.
