We already have central registration of moderators: The forwarding
mechanism at moderators.isc.org. (They don't use wildcards, but
individual group names, so they know the moderator of each group.)
The folks behind moderators.isc.org could issue cancel
authentification certificates for moderators after superficial
verification of their public key (although their response times
indicate that they're already quite busy doing the other tasks).
I think moderators are relatively easy to deal with, signed cancels
(instead of cancel locks) for everyone is going to cause most
problems.
