I'd modify that to give the news client precedence over the web
browser: the first goal should be to provide a mechanism for the news
reader to obtain the most recent version, and possibly to retrieve
explicit older versions. The ability to use the id in a URL is, IMHO,
less important.

I don't see that as a goal, and certainly not as a legitimate goal.
I'd put it in the category of collateral damage.
