That was deliberate (though there was a strong hint that it was days
rather than months). But we can discuss this, and there was even a
suggestion for a parameter to the mvgroup message.

Yes.
Control: mvgroup oldgroup newgroup
will do it. You have to explicitly say it is to be moderated if you want
it so - it is thus equivalent to
Control: newgroup newgroup
...
Control: rmgroup oldgroup
