Yep. Those that don't handle it automatically can do so manually via (I
believe) ctlinnd (for INN of course, those using something else will
probably have to do something else), and once created the group works
normally. This makes more work for the news admin, but not that much, and
if it ever does become a lot the admins will have a motive to upgrade.

I'm not sure that's the real bottleneck -- it does have a substantial part
of the user base, but it's not the only game around, and other programs are
often quicker to respond, and I believe their percentage of the non-English
user base is substantially less than for that of the English user base.
I hope this doesn't turn into a chicken-and-egg problem with hierarchies
delaying because MS doesn't yet support it fully and MS delaying because
it's not in widespread use...
