I think stage 1 is to demonstrate that it propagates, and that seems to be OK.
Stage 2 should be for a few people to try hacking existing newsreaders to
take it. One hopes some enterprising Scandinavians will now try this.
Stage 3 would then be to persuade Microsoft to provide an emperimental
version of MSOE. It would probably be easiest to persuade their Danish
office in the first instance.
