We don't expect user agents to be backwards compatible with respect to the
use of UTF-8. If you want to read the new Turkish nesgroups when they come
on line, then you will need to get a suitable user agent. Even with old
agents, however, you will see odd-but-harmless things from time-to-time
("Clause Färber" for example). If you care sufficiently, you will
upgrade.
OTOH we DO expect relaying and serving agents to be backwards compatible.
Tests reveal that they are.
