Submission of our draft to IETF as a proposed RFC has been delayed at
least a couple of months by rethinking of how best to handle the
transmission-to-moderator problem, motivated specifically by concerns
expressed by the moderators.
Which is why the draft now contains phrases like: "Therefore, method (a)
SHOULD NOT be used until such time as the majority of moderators are able
to accept it", where "method (a)" is article encapsulation.
Frankly, it sounds like you haven't been paying attention to the changes
which have been made recently, summarized in Charles Lindsey's posting
of the 26th.
USEFOR has tried quite hard, at the cost of considerable added delay in an
already-long-overdue RFC, to address moderators' concerns, as best we can
within the constraint of having to be compatible with existing IETF mail
standards.
