If it were the case, there could not be any special problem in posting
to that group, because the users would add themself the moderation header.

Whatever I don't see why an additional restriction could not be set that
the user would not be allowed to cross-post to group that use non-ascii
caracter in their name.

When we created newsgroups in the french hierarchy in which the use ot
the UTF-8 charset was officially allowed in the body, there also was a
restriction that messages cross-posted to other group of the hierarchy
must not use this charset (so that readers of the other group don't have
to use a utf-8 capable reader to see them). And there was no special
problem with that restriction.
