And it's not clear that mail could/should be "fixed" in that way, since
case insensitivity is somewhat of a given, and many people capitalize
company names in domains (or don't) which really must keep on going to
the same place. At a minimum:
- the comment field on an address would be preserved but ignored
"sn+o+od" <snood@some.com same as Snood@Some.Com (Sn+o+od)
- the data left of @ would be interpreted only at the delivery site
specified right of @. That would solve our % problems, oddly.
- some characters would not be allowed other than as UTF-8 in any header.
Easier than trying to figure [<@>] and friend from context.
If ECS users could live with ASCII hosts names, politically improbably,
it seems to make the other changes much easier.
Anyway, mail isn't going to solve this, nor can it be ignored.
