I would bet that some moderators are working with slow dial-up
connections still. Remember them? They are the reason usenet used to run
on compressed batches, because it greatly reduced transmission time. I
still provide some compressed feeds, although they go over IP these days.
I don't think we should forbid or encourage digest delivery, that's an
issue between the moderators or their remailer. As a former moderator I
could think of some reasons why I might prefer to get posts which didn't
have mailers crapping in the headers, and the moderators (as you say) can
make this decision without being forced or prevented.
