Which is why our draft explicitly forbids all such transformation.

Except in the one case of the short hop between the poster/injector and
the moderator, where we have provided a very transparent encoding that
MUST be reversed before the article gets out on the wire.

Note that the encoding in question merely encodes what is already in
UTF-8. So it does not affect the fact that newsgroup-names are essentially
in UTF-8.
